He began his professional career as an attorney in 1978 in the fields of Administrative and Commercial Law. He was Councilman of the City Council of Mataró and President of the Regional Council of Maresme. He was Deputy, First Secretary and Vice President of the Parliament of Catalonia, as well as a Deputy in the Congress of Deputies and Senator representing the Generalitat of Catalonia. He was recently a Chairman for the General Council of the Judiciary (2008•2013). His long and intense career has made him well versed with the different levels of public administration and the regulatory field. As a legislator, he assisted in drafting noteworthy laws such as: Municipal law and local governmental laws of Catalonia, regional organizational law, Competition Act for councils, Law for the conurbation of Barcelona, Language Policy Act, Law creating the Autonomous Police of Catalonia, Organic Law instituting the Penal Code and Organic Law of the Judiciary. He was also a member of the drafting committee for the Law amending the Statute of Autonomy of Catalonia. He is currently the Consul of the Consolat de Mar of the Barcelona Chamber of Commerce and vice president of the Arbitration Court of Catalonia. He is also the Director of the Democracy and Local Government Foundation.
