The European Savings and Investment Account: the new tax-advantaged investment vehicle emerging from a housing law.
The new Europe Savings and Investment Account (Cuenta Financia Europa), unexpectedly introduced through Royal Decree-Law 29/2026 on housing, is a financial instrument designed to channel citizens' savings into European capital markets. Its main advantages include the deferral of taxation on investment gains until redemption, the possibility of obtaining additional tax benefits for investments held for at least five years, and the option to transfer the account between financial institutions without costs or tax consequences. In addition, contributions of up to €150,000 are permitted, with the possibility of higher limits in certain circumstances.
However, the measure has sparked debate both for its substance and the manner in which it was enacted. While its objective is to promote investment in European companies and encourage savers’ participation in financial markets, it also entails the inherent risks associated with equity investments. Furthermore, questions have been raised regarding its inclusion in legislation primarily focused on housing, given that the measure falls outside the law’s main scope. Although it has already entered into force, the effective commercialization of the Europe Savings and Investment Account remains subject to the necessary implementing regulations from the Ministry of Finance.
